A screenshot is not enough information to answer your questions. A quick google resulted in nothing so I suppose it is closed source. There's this with some info in it.I would recommend ncurses for tty interfaces. It's dead easy to use in C if you just want to try it out.

Bindings are available for most languages so use whatever you're most comfortable with. If you're done no tty programming before, it'd be worth just starting with some basic standard in/out first like getchar and printf in C before you stand digging into more complex I/O and layout.
