Cant change lock screen windows 10 restart

Basically, after upgrading to Windows 10 from 8.1, I can no longer change the lock screen, leaving me stuck at the picture that was set before the upgrade. Whenever I try to set any picture as the lock screen background from the Photos app, I get an error saying 'Can't set as lock screen: Make sure the file isn't damaged and try again'.

If I attempt it from Settings, I can choose a picture but it will never update. There is also no picture browser next to the 'Browse' button in the Settings screen.Has anyone encountered this issue before or know how to fix it? Any help is appreciated!. After much reading I managed to fix this problem.I didn't have an image at the lock screen at startup.

Whenever I tried to change the image to something of my preference it showed gray screen with endless loading.Anyway, here is what I've done:First I disabled apps that show on lockscreen:Then I removed everything from HKEYCURRENTUSERSOFTWAREMicrosoftWindowsCurrentVersionLock Screen, or at least remove most things from it. (The reason is the key will be populated with info later)Or you can use this reg key with minimal entries:After that navigate to C:ProgramDataMicrosoftWindowsThere you will find SystemData folder.You have to take ownership of that folder.

Open Task Manager, find Windows Explorer and click on Restart.And voila I was able to change the lock screen image.You can check the reg key is now populated and SystemData is recreated. I finally found a solution that worked perfectly for me.first i created a new windows user(not sure if this is neccessary)then open the settings app and go to personalisation-lockscreen.chose 'Pictureimage' as background and choose a default windows lockscreen wallpaper.Lock windows and look at your lockscreen background.If it is the default one that you set everything is fine.You should be able to set any picture as lockscreen background or profile picture now.I hope this works for you.
